Talk to the old timers inside the SFPD and they’ll tell you inspectors and sergeants play two different roles. Inspectors are the detectives who solve crime. They’re assigned to one of the units – Homicide, Sex Crimes, Narcotics or Fraud, for example – and they work alone or with another inspector. Sergeants are supervisors who oversee patrol officers. They respond to crime scenes and guide the officers.
As we discussed tonight, Police Chief Heather Fong began assigning sergeants to the inspectors’ jobs, even though there’s a list of officers who passed the test to become an inspector ten years ago. 53 officers from the inspectors list filed a complaint with the Civil Service Commission, and today, the commission decided that inspectors list from 1998 is still active, and the jobs should have been filled from that list. The commission also decided to hold a hearing next week to decide what’s next – should the sergeants now holding inspectors jobs be removed; should the candidates from the list get the jobs?
The inspector candidates tell me they are not pleased with the representation provided – or not provided – by Police Officers Association President Gary Delagnes. He backed Chief Fong’s plan. We included a clip from a revealing POA meeting. The chief has shown she has no desire to have crimes solved in San Francisco. Breaking the rules to suit what she wants is ok with the police commission. She appoints Sergeants and puts them in jobs they didn't test for, a violations of the civil service rules. Delagnes is all for this since he as the POA president holds the rank of Inspector and is paid at the rate of Captain, almost a forty thousand dollars a year more. He and DC Cashman worked in narcotics, Cashman as a Sergeant. Narcotics is under the Investigations bureau and thats the only thing they have in common. The two jobs are as different as day and night. To work a homicide or fraud case requires alot more training and experience to do. To get to homicide detail you will need over five years in the investigations bureau, you can't get there as a Sergeant. How many arrest or criminal investigations or criminal court cases has Fong ever done, probally very few or none. Fong should put her ego aside and retire before she drags this department further down. Shame on newsom for allowing her to remain in place as crime in the city has continued to rise, don't put all the blame on the economy, its her inability to make the right decsions and for micro managing the officers abilities to do their jobs. If she wants to push paper and count beans find another job outside of public safety. Gary, I'm sure you made those disgusting comments, you haven't changed much over the years with the exception of selling the membership out for whatever personal gain you will get after you retire so what do you have to lose.

it is truly amazing, even after she was told not to do this, Fong does it anyway.. what arrogance. civil service has ruled appropriately and im sure Fong will cost the department millions. This also occurred in the Lieutenants exam which cost the city 1.5 million. If a major corporation had a leader like her, she would have been ousted years ago. she is a complete failure and its embarrassing. its time to go. this staff is by far the worst

i think if you know gary, he was only kidding. we do make alot of money and have a pretty good life, but its not the POA's job to run the department. that is the chief of police even if we all vote for or against putting sgts in the hall of justice, the chief can do as she wishes..i dont know what else to say.. maybe study better ?

fong cares about one person "fong." fong has hid out her entire career and collected a pay check never making a felony or a misdemeanor arrest. fong's biggest case was translating tapes. does anyone wonder why she hates Greg Suhr or Rick Bruce because these guys were working cops and fong is a "SLUG." and now the slug fong is getting back at all those working cops because working cops would call fong a slug. if anyone needs anymore facts about fong being a slug here is the biggest fact, fong has missed the police range for over five years and when fong was confronted about missing the range, fong stated she would give up her firearm. What is the one thing a cop never does, GIVE UP THEIR FIREARM! chief fong also known as chief slug.

The uniform looks like a Halloween costume on her. Fong isn't suited to serve pork fried rice in cardboard containers much less run a metropolitan police force. But nepotism should be no surprise in a socialist paradise. You SF'ites brought it on yourselves, live with the consequences.
